Play facilities contribution

1. Where is it set out either in policy or supplementary guidance that a development of this scale requires to provide play facilities, specifically a LEAP?

2. Guidance for Outdoor Sport and Play: Beyond the Six Acre Standard sets out accessibility guidelines as walking distance from dwellings. For LEAPs (which is what the contribution is being sought for, as set out in the consultation response from Enterprise and Communities) this is 400 metres. Are there any existing play areas within 400 metres of the site? Are there any proposals for any new play areas within 400 metres of the site? How does the council’s proposal to use the contribution to update a play area around 1,600 metres of the site sit with this guidance?

6. The education contribution is for an extension to the local non-denominational primary school (i.e. Berryhill) and a new build non-denominational school. The reporter assumes that the new build is a primary school and that the contribution is not required to mitigate any impact on secondary school. Is that correct? If so that will allow the rest of the discussion to focus on the primary school catchments, rolls and projections.

7. Discussion around areas of agreement for example pupil product ratio (0.3), school capacities, current rolls, current capacity. There may be other matters that are agreed.

8. Discussion around the housing sites within the catchments for Berryhill and St Thomas Primary Schools (see Query 7- Berryhill and St Thomas Primary School sheets) including programming of those sites and when pupils would have an impact on the school rolls.

Discussion around the council’s roll projections (see Query 7 – roll projection sheet) in particular: the P1 admissions, the housing figures (what these mean and how they have been arrived at), how the projected figures have been calculated, when will the projected pupils go above 90% of the school’s capacity.

10. What would be the impact if the unusual stage migration shown on table 4 of Education Planning Ltd’s report continued? What is the evidence that this is attributable to events in Ukraine rather than new housing?

11. Is there a risk that looking at all of the North Lanarkshire primary schools collectively masks the impact on the catchment schools?

12. With reference to policy CI 1 of the North Lanarkshire Local Development Plan what requirement for new or enhanced infrastructure does the development generate, either on its own or cumulatively? Has an identified need been demonstrated? What is the impact that needs to be mitigated?
